County Assembly threatens to impeach Governor over ECDE teachers stalemate

The controversy between the Executive and the County assembly of Nyamira seems not end any time soon. This is after the ward representatives threatened to collect signatures from the public and impeach Governor John Nyagarama.

In a letter addressed to Governor John Nyagarama dated 24 September 2019the County Assembly sought to know why Early Childhood Development Education (ECDE) teachers, whose contracts had earlier on expired had not been reinstated as per the house’s resolution.

The assembly in June passed a motion to have the teachers factored into the 2019/20 budget though their contracts had expired to continue offering services to the pupils whose number was big.

“The County Assembly in its afternoon sitting of Tuesday 24th September 2019 sought to know the status of implementation of an earlier house resolution directing that the ECDE instructors whose contracts had expired be reinstated for continuity in service delivery”, read the letter from speaker Moffat Teya. 

The letter further blamed the Executive Committee Member for Education and Vocational Training for subjecting the instructors to another certificate verification at the Kenya National Examination Council for authenticity even after an initial similar exercise conducted during the employment period by the County Public Service Board.

“The County assembly thereof considers a repeat verification to be vainglorious exercise and some kind of mischievous tactic meant to delay the posting of teachers in classrooms at the expense of the pupils and parents.

“The ECM for Education and Vocational Training has expressed inability to implement the said resolution indicating that the instructor’s certificates have to be verified for authenticity.”

Speaker, Teya, indicated in the letter that the vetting of the newly-appointed Chief Officers could be halted until the stalemate between the ECDE teachers and the executive is resolved or impeach the governor.

“Thus the House resolved that the collection and verification of signatures for the impeachment of the Governor of Nyamira County to commence in the County Assembly due to failure to solve the matter of ECDE teachers.”
